Morris County Roads: 2020 Road Projects Move Ahead Despite COVID-19 Crisis

Projects in 15 Towns Already Done, Set to Go, or Ready for Bids

Morris County is moving ahead on a series of 2020 road paving projects across the county, with resurfacing work imminent this spring or early summer on stretches of roads in Denville, Long Hill, Mendham/Mendham Township, Mount Arlington, Netcong, Randolph, and Rockaway Township.road crews resurfacing a road

Included is a long-awaited improvement to Bernardsville Road and Hilltop Road in the Mendhams. The county has contracted with Top Line Construction Corp for the work, which has a projected starting date of May 26 and projected end date of June 22.

That resurfacing project had to be postponed in 2019 due to installation of a water line by the New Jersey-American Water that ran under the roadway. The road was required to settle for at least six months after the water line work to ensure the long-term quality of paving work to be done by the county this year.

Two other resurfacing projects scheduled for 2019, but postponed due to weather considerations at the end of the 2019 paving season, already have been completed this spring: Randolph Avenue in Mine Hill and Randolph, and Quaker Church Road in Randolph.

The Morris County Board of Freeholders in February unveiled an aggressive 2020 infrastructure action plan for the county, which includes a total of nearly 40-miles of road paving and upgrades, and 17 county bridge replacement or rehabilitation projects in more than two dozen Morris County towns.

The freeholders, in the county's capital budget, allocated $23 million for roads, bridges, railroads, and environmental cleanups, including 32.6 miles of resurfacing on county roads in 17 municipalities. An additional eight miles of road work is scheduled this spring and summer as leftover projects from the 2019 paving season.

"We have been able to move ahead with our essential road and bridge work during the COVID-19 pandemic,'' said Freeholder Stephen Shaw, the freeholder board's liaison to county public works projects. Maintaining the high quality of our road and bridge network in Morris County remains a priority issue for county government. Upcoming resurfacing projects include the following county roads:

  • Denville: River Road/Bush Road €“ Diamond Spring Road to Old Boonton Road
  • Long Hill: Division Avenue (June 1 projected start date)
  • Mendhams: Bernardsville/Hilltop Road (May 26 projected start date)
  • Mt. Arlington: Howard Boulevard €“ Oneida Avenue to Espanong Road
  • Netcong: Allen Street €“ Borough Line to Route 183
  • Randolph: Reservoir Avenue (May 26 projected start date)
  • Rockaway Twp.: Green Pond Road - #198 Green Pond Road to Telemark Rd

Projects that will be bid in late spring or early summer, include:

  • Florham Park: Columbia Tpke, James Street to County Line(JPG, 263KB)
  • Harding: Long Hill Road, Township Line to Pleasantville Road
  • Jefferson: Berkshire Valley Road, Taylor Road to Blue Road
  • Kinnelon: Boonton Avenue, Borough Line to Graceview Drive
  • Long Hill: Long Hill Road, Division Avenue to Basking Ridge Road
  • Morris Township and Morris Plains: West Hanover Avenue, Koch Road to Stiles Avenue
  • Mount Arlington: Howard Boulevard, Stierli Ct to Unnamed Road (Milepost 2.56)
  • Parsippany: Parsippany Road, Route 287 to Littleton Road
  • Parsippany: Parsippany Blvd/Intervale Rd, Waterview Boulevard to Township Line

Also, a major improvement to Kinnelon Road in Kinnelon is currently under design, in concert with the borough, and is scheduled to be bid this summer, with construction to follow.

The county work is in addition to local and state road-improvement projects.
