Freeholders Offer Revised Skilled Worker Resolution for Public Works Contracts

Goal is to Ensure the Highest Quality Work on Public Jobs for Tax Dollars

STATEMENT BY BOARD OF FREEHOLDERS

After a thorough evaluation of the facts, including consideration of comments made by experts and by many county residents, the Morris County Board of Freeholders has drafted a revised Skilled Labor Resolution to be considered for discussion and possible adoption at the Jan. 25 Freeholder Board meeting.

The revisions were made after careful review by the Freeholders, who heard the concerns stated by many of our residents in writing and at public meetings.

The goals of the revised resolution are to ensure the highest quality of work for county tax dollars in public works jobs; to seek the most qualified, educated, and experienced workers on county government projects; to offer enhanced educational opportunities for the county's skilled labor workforce; and to ensure that only persons legally authorized to work are employed on county projects.

We are putting contractors on notice that the freeholders prefer to use skilled workers who have gone through apprenticeship programs or alternate equal training for their trades. But contractors who do not participate in the aforementioned training still must provide skilled laborers who are compensated at journeyman level for all county jobs. Nothing less is acceptable.

To ensure that we meet these goals, the county will create a compliance process to ensure that our goals are met.
