Freeholders Honor Retiring NORWESCAP CEO Terry Newhard

NEWHARD STEPPING DOWN AFTER 37 YEARS

The Morris County Board of Freeholders yesterday honored Terry Newhard, the retiring CEO and Executive Director of NORWESCAP, for 37 years of excellent service to residents-in-need in Morris County and throughout Northwest Jersey.

Newhard, who in 1983 became just the fifth executive director of the Northwest New Jersey Community Action Partnership, or NORWESCAP, is retiring on April 5.

We thank Terry for his longstanding commitment and dedication to people in need, here in Morris County and throughout the region,'' said Freeholder Director Doug Cabana. We appreciate his efforts to bring programs and services to our residents, to help them graduate from poverty to self-reliance and prosperity.''

Newhard was joined at this afternoon's ceremony in Morristown by Tom Pepe, chair of the NORWESCAP Board of Trustees, and incoming NORWESCAP head Mark Valli, who is the former director of the New Jersey Community Development Corporation.

Newhard was lauded by the freeholder for his hard work, vision, and dedication'' to his staff, clients and the communities of Northwest, New Jersey, and for working to create opportunities for persons impacted by poverty.

He has effectively overseen the implementation and operation of 15 major programs that offer a multitude of portfolio of emergency services, anti-poverty programs and other initiatives that help bring self-reliance and prosperity to some 35,000 individuals in Morris, Hunterdon, Passaic, Somerset, Sussex and Warren counties,'' the freeholders stated in their resolution.

Under Terry's stewardship, NORWESCAP has become a strong and vital community leader that has positively affected the safety and security of hundreds of thousands of area residents by stabilizing lives and moving others out of poverty.''

Newhard took over as director of NORWESCAP in 1983, during the first terms of President Ronald Reagan and Governor Tom Kean. The Morris County Freeholder Board at the time included Pat Hyland, Walt Luger, Carol Rufener, Fred Knox, Pat Maynard, Al Scerbo, and current Congressman Rodney Frelinghuysen.

NORWESCAP's mission is to improve the lives of low income individuals and families in need in Northwest New Jersey primarily by offering, referring or collaborating with others to provide programs and education which help foster self-sufficiency in the following domains:

  • Economic and Employment Building
  • Nutrition and Healthy Living
  • Child and Family Development
  • Housing
