County Road Paving: Lincoln Park, Dover, Randolph and Victory Gardens Projects

Morris County's 2019 road resurfacing program will be targeting major roads over the next two weeks in several towns, including South Morris Street in Dover, South Salem Street in Dover, Randolph and Victory Gardens; and Comly Road/Ryerson Road in Lincoln Park and Pequannock.

Contractors also currently are doing concrete work in preparation for resurfacing of the majority of busy Littleton Road/Route 202 in Parsippany, from Route 10 to Smith Road. Paving work on Littleton Road will be done at night to minimize the inconvenience to commuters and local motorists.(JPG, 258KB)

This is all part of Morris County's 2019 countywide road resurfacing effort that is targeting more than 25 miles of roads this year, with milling, paving, guide rail, sidewalk, and ramp projects underway or set to start in numerous municipalities to maintain the county's vital road network.

We are working with our contractors, in coordination with each of the towns and their police departments, to get this important work done quickly while causing minimum inconvenience to our residents,'' said Freeholder Stephen Shaw. But there will be some brief periods when we have to ask our residents just to be a bit patient as we try to get this work done for you.''

The county resurfacing program will cover more than two-dozen county roads in 23 towns. Portions of county roads scheduled for paving this year are located in Boonton Township, Chatham Borough, Chester Borough, Chester Township, Dover, Florham Park, Hanover, Jefferson, Lincoln Park, Long Hill, Mendham Borough, Mine Hill, Morristown, Morris Township, Mount Arlington, Mount Olive, Parsippany, Pequannock, Randolph, Rockaway Township, Roxbury, Washington Township, and Wharton.

One of the largest projects scheduled this year is a 4.4-mile stretch of North Road/Dover Chester Road in Chester Township and Randolph, which earlier this month got the green light from the Board of Freeholders. In addition, the Board of Freeholders, at recent meetings, passed resolutions to allocate funds to pave portions of the following roads (starting the bid and contract process):

  • Chatham Borough and Florham Park: North Passaic Avenue
  • Long Hill: New Vernon Road
  • Long Hill: Division Avenue
  • Mendham Borough: Bernardsville Road and Hilltop Road
  • Mine Hill: Canfield Avenue
  • Mount Olive: Drakesdale Road
  • Pequannock: The Boulevard
  • Wharton: West and East Dewey Avenue
  • Wharton: North Main Street

bicycling road sign(PNG, 4KB)Road closures and detours will be signed and coordinated with the local police. Work hours are coordinated with each municipality. Motorists should expect delays. Bicyclists are urged to seek alternate routes.

The county work is in addition to local and state road-improvement projects.

Current Projects

  • Dover, South Morris Street: The 0.9-mile project runs from Route 46 to Millbrook Avenue. AJM Contractors of Clifton will be the contractor. The bid price is $510,961. Concrete work to prepare the site is underway. Milling, paving, guiderails, ramps, and striping work will follow. Work hours will be 8 a.m. to 5 p.m. A one-way detour is likely, with police and the contractor working out details.
  • Dover, Randolph, Victory Gardens, South Salem Street: The 1.1 mile project runs from E. Blackwell St. to Route 10. Schifano Construction of Middlesex is the contractor. The bid price is $650,320. Infrastructure work is about done. Paving should start this week. The project includes milling, paving, guiderails, ramps, and striping work. Work hours will be 8 a.m. to 4 p.m.
  • Parsippany, Littleton Road: The 1.7-mile project runs from Route 10 to Crestview Drive. Schifano Construction of Middlesex is the contractor. The bid price is $1,039,948. Infrastructure work is underway, with milling and paving to follow over the next two weeks. The project includes milling, paving, guiderails, ramps, and striping work. Milling and paving will be done during evening hours. The contractor will coordinate with local police on traffic issues and possible detours.
  • Lincoln Park-Pequannock, Comly Road/Ryerson Road: The 1.7-mile project runs from Main Street in Lincoln Park to the Boulevard in Pequannock. J.A. Alexander of Bloomfield is the contractor. The bid price is $744,901. The project includes milling, paving, guiderails, ramps, and striping work. Work hours will be 9 a.m. to 4 p.m. Infrastructure work is nearing completion. Milling and paving is expected in June. The contractor will coordinate with local police on traffic issues and possible detours.
  • Highview Avenue, Hanover Twp.: The 0.2-mile project will run to East Hanover Avenue. Work is expected to start in June. AJM Contractors of Clifton will be the contractor. The bid price is $124,359. The project includes storm basin work, milling, paving, ADA ramps, and striping. Work is expected to occur from 8 a.m. to 5 p.m. Local residents should expect delays. The contractor has 20 working days to complete the work.

  • Lincoln Park, Boonton Turnpike: 1-miles from Main Street to the Wayne border
  • Roxbury, Mt. Arlington Blvd.: Half-mile project from Landing Rd. to Laurie Rd.
  • Harding-Morris Twp., James Street: 0.6-miles from Harter Rd. to Southgate Pkwy.
  • Morris Township-Morristown, South Street: 1.2-miles from Madison Avenue to Blackberry Lane.
