The Responsible School Violence Prevention, Preparation and Protection (RSVP-3) program developed by Morris County Sheriff James M. Gannon - and proposed legislation that would expand the program in New Jersey - is the focus of a May 23 news segment by NBC's News4NY Journalist Brian Thompson.
State Assemblyman Anthony M. Bucco has unveiled an Assembly bill that would expand and fund RSVP-3 on a pilot basis to other counties in New Jersey, and in Jersey City and Newark. RSVP-3 recognizes that law enforcement agencies in Morris County have the manpower, training and equipment to neutralize an active shooter in a school but focus should be on identifying and evaluating behavior and warning signs in individuals so intervention can occur before violence erupts.
