Morris County Prosecutor Fredric M. Knapp has announced that Chad Rybka, 33, of Bernards Township, has been sentenced to two years probation, $905 in mandatory fines and penalties, plus continued psychological treatment for possession of child pornography at a hearing today in Superior Court before Judge Thomas J. Critchley.
On May 26, Rybka pled guilty to one count of Endangering the Welfare of a Child – Possession of Child Pornography. Under the terms of a plea agreement, Rybka resigned employment as a Madison police officer and is required to forfeit future public employment in New Jersey.
Supervising Assistant Prosecutor Meg Rodriguez represented the state during the proceedings. Rodriguez read a letter submitted by the 17 year old victim’s family condemning Rybka’s actions yet expressing concern for the “good officers of the Madison Police Department” who would have to “rebuild the damage [Rybka] brought to their department.”
Prosecutor Knapp would like to thank the Morris County Prosecutor’s Office’s Sex Crimes/Child Endangerment Unit, High Tech Crimes Unit, Professional Standards Unit, the Morris County Sheriff’s Office – Criminal Investigations Section, the Borough of Madison Police Department, and the Brunswick (Ohio) Division of Police, whose combined efforts resulted in the arrest and sentencing of Rybka.
